It also found that Harris County had the most drunk driving fatalities per capita of any large county in the United States. (With 3.9 million residents, Harris County ranks behind only Los Angeles and Cook counties in population.)

Law enforcement authorities and other officials have mixed opinions on how to tackle the problem. Some argue that first-time offenders should be diverted to rehabilitation programs rather than serving jail time. Others emphasize that things have improved but more focus on "designated drivers" is needed to combat the Houston drunk driving toll.
